How to Request an Estimate Using Open Bid (Buyer)

  1. Click Estimates in the Project Menu.
  2. Select Create Open Bid... from the Estimates drop-down menu.
  3. Select the spec(s) you'd like to include in your RFE.
  4. Click Continue.
  5. Enter basic information for your RFE.

Note that instead of an Estimate Due Date, the Open Bid RFE has a Bidding End date. This is the last day a supplier can quote the project.

  1. Enter at least one Quantity.
  2. You may choose to fill in the following optional fields:
    • Initial bid: The maximum price you are willing to pay for this project. Suppliers will not be able to enter a price greater than the initial bid.
    • Initial Unit Price: The initial bid, expressed in price per unit.
    • Price decrement %: The minimum percentage difference in price a supplier must offer when they re-quote the project.
    • Price decrement $: The minimum difference in amount a supplier must offer when they re-quote the project.
  1. If you entered price decrements, specify rules for them.
  2. Click Add... to select suppliers to receive the RFE.
  3. Click Send RFE.

 

How to Respond to an RFE Using Open Bid (Supplier)

You may choose to decline to an RFE, but in many cases you'll want to respond.

To respond to an Open Bid RFE:

  1. Display the RFE for the project you'd like to estimate.
  2. Review the RFE Details.

Note the following:

    • When the RFE is Open Bid, the phrase This RFE is Open Bid appears at the top of the details, and an Open Bid Summary appears at the bottom of the RFE.
    • The buyer might have specified an Initial bid or a Price decrement.
    • A Bidding start date and a Current bidding end date appear in the Open Bid Summary.

Note: The buyer may choose to change the bidding end date. For more information, refer How to Find Out When an Open Bid Deadline Has Changed.

    • The Price decrement rule and Next bid rule, if any, appear in the Open Bid Summary.
  1. Click Create Estimate.
  2. Enter basic information for your estimate, then enter pricing information.
  3. If you'd like to modify the spec(s), click the  Edit icon next to the spec you'd like to edit. Enter your edits, then click Save and Return.
  4. Click Send Estimate.

Note: After you respond to an RFE, you can see estimates submitted by other suppliers. Refer to How to View Estimates Submitted by Other Suppliers.

 

How to View Estimates Submitted by Other Suppliers (Supplier) (Open Bid)

Note: Suppliers estimating an Open Bid RFE must submit at least one estimate before they can see other suppliers' estimates.

To view estimates submitted by other suppliers on an Open Bid RFE:

  1. Navigate to the RFE.
  2. Scroll to the OpenBid Section at the bottom of the page.
  3. Any estimates that have been submitted by any supplier appear here.

Note that:

    • The names of other suppliers are masked and appear as Supplier1 and Supplier2.
    • You can choose to view only the latest estimate each supplier has submitted or all estimates ever submitted for this RFE.
    • If you only see your own estimate in this section, you are the only supplier who has submitted an estimate.

 

How to Re-Estimate an Open Bid RFE (Supplier)

After reviewing other suppliers' estimates, you may decide to provide a new quote.

Remember: To find out how much time is left to estimate the project, check Time remaining until bidding ends in the Open Bid Summary section of the RFE.

To re-estimate an Open Bid RFE:

  1. Navigate to the RFE.
  2. Review the price decrement and the rules for the price decrement and next bid that the buyer specified, if any. You will have to adhere to these when you enter your new estimate.
  3. Click Create Estimate.
  4. Enter basic information for your new estimate.
  5. Enter a price for your new estimate.
  6. If you'd like to modify the spec(s), click the  Edit icon next to the spec you'd like to edit. Enter your edits, then click Save and Return.
  7. Click Send Estimate.

 

How to Change the Open Bid Deadline (Buyer)

You can extend or curtail the estimating deadline on an Open Bid RFE for a particular project.

You can also set a workgroup preference that automatically extends the deadline on any Open Bid RFE by half an hour when an estimate arrives for that RFE within a certain amount of time before the deadline. This gives other suppliers who are estimating the project the opportunity to review the new estimate and offer a counterproposal.

For example, let's say your workgroup set this preference to automatically extend the deadline when an estimate arrives within 20 minutes of the deadline. Now, let's say an Open Bid RFE's deadline is 5 p.m. and you receive an estimate at 4:45 p.m. Noosh will automatically extend the deadline to 5:30 p.m.

To change the Open Bid deadline on a specific project:

  1. Navigate to the RFE.
  2. In the Open Bid Summary, enter a new date and time in Modify estimate due date.
  3. Click Modify date and notify suppliers.


To set an automatic deadline extension preference for your workgroup:

Note: This preference will apply to all projects created by your workgroup.

  1. Click the Admin tab, then click the My Group sub-tab.
  2. In the Third-party Options section, click Suppliers.
  3. In the Supplier Preferences section, click Edit Preferences.
  4. Enter a number in Extend open bid end time to the next half-hour increment if a supplier estimate is received within the last __ minutes.
  5. Click Update Preferences.

 

How to Find Out When an Open Bid Deadline Has Changed (Supplier)

Sometimes, a buyer will extend or curtail an Open Bid RFE's deadline. If this happens, suppliers who have been asked to estimate the project will be notified in the following ways:

  • Suppliers will receive an RFE Dates Revised notification, if they have chosen to receive this notification.
  • The event Dates for RFE revised appears in the Project Activity section of My Desk.
  • The event RFE dates revised appears in the Events list in the Events sub-tab of the My Desk tab.
  • The new date appears on the RFE.

 

How to Enable Blind Bidding

The blind bidding option allows buyers to limit the level of information available to suppliers during the open bid process. When the blind bidding option is set, the information presented to suppliers during the open bid process is limited to:

  • Their Overall Rank, relative to other suppliers, in terms of having the lowest bid (1st, 2nd, 3rd, etc.).
  • The amount of the lowest overall bid.

Supplier's will not be able to see the number of, or identities of , other bidders.

To set the Blind Bidding Option:

  1. Click Estimates in the Project Menu.
  2. Select Create Open Bid... from the Estimates drop-down menu.
  3. Select the spec(s) you'd like to include in your RFE.
  4. Click Continue.
  5. Enter basic information for your RFE.

Note that instead of an Estimate Due Date, the Open Bid RFE has a Bidding End date. This is the last day a supplier can quote the project.

  1. To enable the blind bidding option, check the Blind bidding checkbox.
  2. Enter at least one Quantity.
  3. You may choose to fill in the following optional fields:

How a Blind Bid Appears (Supplier)

When you receive an estimate from a buyer with the Blind Bid option enabled, you will only be able to see your overall rank and the amount of the lowest bid. This information appears in the OpenBid section on the RFE Details page.

To view the OpenBid section:

  1. Click List in the Estimates drop-down menu in the Project Menu.

The RFEs and Estimates page appears.

  1. Click the estimate you want to view.

The RFE Details page appears.

  1. Scroll to the bottom of the page to view the OpenBid section.
